The East Timor Human Rights Centre is concerned for the safety of
three East Timorese men, believed arrested on Christmas Day in the
Ermera district.

According to a report received from an ETHRC source in East Timor,
Jeronimo Soares and Manuel (no surname) were arrested in Letefoho at
5.00pm on 25 December, 1996, by members of the SGI (Indonesian
Intelligence Unit).  According to the report, Jeronimo Soares was
arrested after being involved in a fight with another East Timorese
man called Nandino.  It is alleged Nandino is working with the
Indonesian military.  Jeronimo Soares was taken to the prison at SGI
headquarters in Letefoho where it is believed he is still in
detention.  It is not known whether Manuel is being detained.

It is believed that Mateus Gomes, a teacher in Loimea village in
Atsabe, was also arrested on 25 December after being accused of
providing food to the Resistance guerrillas.  He was arrested by
members of the Indonesian Rajawali Battalion and taken to a Rajawali
military camp where it believed he was interrogated, bashed, kicked,
punched, beaten with the butt of a rifle and tortured by electric
shock. His current whereabouts is unknown.

RECOMMENDED ACTION:

Please send faxes/telegrams/express/airmail letters in English, Bahasa
Indonesia or your own language:

- seeking clarification of the whereabouts of Jeronimo Soares, Manuel
and Mateus Gomes;
- seeking clarification of the charges against them (if any) and
calling for their immediate release if they have not been charged with
a recognisable offence under Indonesian law;
- seeking assurances that they will not face any torture or
ill-treatment in detention and that they will be treated humanely and
in accordance with international standards; and
- seeking assurances that they will have full and continuing access to
lawyers of their own choice.
